Pour la seconde année consécutive, Amnesty International et l’Académie ont accueilli le 6 mai 2017 à la Villa Moynier un séminaire consacré au projet de traité sur les crimes contre l’humanité, actuellement sur le métier de la Commission du droit international.
Ce séminaire a réuni, autour du Rapporteur spécial désigné par la Commission, Sean Murphy, des représentants des grandes organisations non gouvernementales et quelques experts. Sean Murphy a déposé devant la Commission du droit international (organe subsidiaire de l’Assemble générale des Nations-Unies) son troisième rapport intermédiaire le 6 mars 2017 (UNdoc. A/CN.4/704).
Ce rapport propose sept nouveaux articles, consacrés à l’extradition, au principe de non-refoulement ou encore à la protection des victimes et témoins et à l’assistance judiciaire internationale. Le Rapporteur spécial a pris note des nombreuses remarques et suggestions des participants, qui ont également commenté de manière critique l’absence de disposition consacrée en l’état du projet à la question des immunités, des tribunaux militaires et à celle de l'interdiction des amnisties.

Dr Stavros-Evdokimos Pantazopoulos will focus, during his fellowship at the Geneva Academy, on the protection of the environment in armed conflict and will notably address the initiative to criminalize conflict-related environmental harm, placing the emphasis on the crime of ecocide.
