Francesca Mingrone

staff attorney for the Climate & Energy Program of the Center for International Environmental Law (CIEL)

Francesca Mingrone is a Geneva-based staff attorney for the Climate & Energy Program for International Environmental Law (CIEL). In her capacity, she liaises with UN mechanisms and States to advance rights-based climate policies. Before joining CIEL, she worked as a policy officer at Independent Diplomat, in Geneva, advising the Republic of the Marshall Islands on climate diplomacy, and providing advice on human rights and accountability to a group of Rohingya representatives.

Francesca is a Law graduate from LUISS Guido Carli University, in Rome, where she specialized in International Law. She also holds a Master’s degree in Development Studies from the Graduate Institute of International and Development Studies (IHEID), in Geneva.
