En octobre 2019, le Ministère Public de la Confédération Suisse (MPC) condamne l’entreprise genevoise Gunvor à une amende de CHF 4 millions, ainsi qu’à CHF 90 millions de créances compensatrices pour corruption en République du Congo et en Côte d’Ivoire. Le MPC a également ouvert une enquête sur Gunvor en juin 2021 pour des agissements similaires en Équateur.
De son côté, la justice américaine étudie le cas de Glencore pour des faits au Nigéria sur la base d’aveux datant de juillet 2021 de la part d’un ancien négociant de cette entreprise zougoise, et l’entreprise Vitol – basée à Genève – a dû payer une amende de USD 161 millions en décembre 2020 pour des faits en Amérique Latine. Enfin, Addax a dû s’acquitter d’une amende de CHF 31 millions auprès du Ministère Public de Genève en 2017 pour des faits au Nigéria.
La condamnation en 2019 de Gunvor par la justice suisse – de même que ces autres cas – soulèvent un certain nombre de questions:
Cet événement vise à discuter de cette problématique et des moyens à disposition afin de garantir une redistribution des profits mal acquis auprès des populations affectées.
Le débat sera précédé de la projection du documentaire de Roland Chauville et Tay Blyth-Kubota GENÈVE Du pétrole à tout prix qui revient sur les faits de corruption de Gunvor en République du Congo. Outre son focus sur Gunvor, le film révèle également l’impact des entreprises pétrolières sur les pays en développement et interroge la responsabilité des autorités suisses qui hébergent cette industrie du négoce de pétrole tout en refusant de la réguler davantage.
