Geneva Academy Hosts High-Level Expert Meeting on Regional Human Rights Mechanisms and Minority Protection

On 17-18 September 2026, the Geneva Academy of International Humanitarian Law and Human Rights and the UN Special Rapporteur on minority issues, Professor Nicolas Levrat, jointly convened a two-day High-Level Expert Meeting on Cooperation between Regional Human Rights Mechanisms and the UN for the Effective Protection of Persons Belonging to Minorities at Villa Moynier in Geneva.

The closed-door meeting brought together representatives and experts from African, Arab, Asian, Inter-American and European human rights systems, as well as the OSCE framework, alongside United Nations actors, academia and civil society. The meeting provided a space to compare approaches to minority protection, identify common challenges and good practices, and explore opportunities for stronger cooperation between regional mechanisms themselves and with the United Nations.

Rich Discussion

Across four substantive sessions, lively discussions focused on:

• Regional frameworks, mechanisms and initiatives for advancing the protection of persons belonging to minorities
• The effective inclusion and participation of minority voices in regional mechanisms
• Enforcement and accountability, including monitoring, litigation, mediation and other regional approaches
• Concrete avenues for strengthening cooperation between regional mechanisms, UN bodies and civil society

Cross-Regional Dialogue

The discussions highlighted both the diversity of regional approaches to minority protection and the value of greater exchange between systems.

Participants shared experiences from their respective regional contexts and considered how existing practices, institutional expertise and regional innovations could contribute to stronger protection at both national, regional and international levels.

The closed-door format provided space for direct and substantive exchange. In keeping with the confidential nature of the discussions, individual interventions and positions are not attributed.

Looking Ahead

The meeting forms a central part of the Geneva Academy’s ongoing research project, carried out by Maria Immacolata Fico, on the Protection of Persons Belonging to Minorities by Regional Human Rights Mechanisms, which examines regional and sub-regional legal frameworks, jurisprudence, institutional practices, access to protection mechanisms and opportunities for enhanced cooperation.

Insights from the meeting will contribute to the Geneva Academy’s independent research written outputs and, as appropriate, inform the thematic work of the UN Special Rapporteur on minority issues ahead of his report to the 64th session of the UN Human Rights Council in March 2027.

The broader research project is co-financed by the Swiss Federal Department of Foreign Affairs (FDFA), while the High-Level Expert Meeting was co-financed by the Société académique de Genève (SACAD).
