CIRIGHTS Dataset

Main Functions

CIRIGHTS is a dataset measuring government protection of human rights for every country in the world. Its scoring guide explains how the scores are created, their grounding in international law and what counts, or not, as a violation. The methodology to produce the scores is peer-reviewed, and because CIRIGHTS scoring rules, data, and source material are public, anyone can replicate its scores.

The dataset is constantly expanding as CIRIGHTS aims at providing numerical measures for every internationally recognized human right for all countries of the world. Currently, it contains publicly available data for the following:

Physical integrity rights:

• Protection from disappearances
• Protection from extrajudicial killings
• Protection from political imprisonment
• Protection from torture
• Protection from mass atrocity.

Empowerment Rights:

• Rights of assembly and association
• Freedom of foreign movement
• Freedom of domestic movement
• Free speech and press
• Electoral self-determination
• Religious freedom
• Women’s economic rights
• Women’s political rights
• Women’s social rights (in law and practice).

Worker Rights:

• Right to unionize (in law and practice)
• Collective bargaining (in law and practice)
• Limitation on working hours (in law and practice)
• Protection from forced labour (in law and practice)
• Protection from the exploitation of child labour (in law and practice)
• Minimum wage (in law and practice)
• Occupational safety and health (in law and practice)
• Protection from human trafficking (in law and practice).

CIRIGHTS Scores are produced by trained scorers at the University of Rhode Island, Binghamton University, and the University of Connecticut.
